Does the Gooch mugger have a spawn rate?

Felt like I ran around for 2-3 hours today with cash just trying to get him to trigger but other people in the server had more luck. Is there a spawn rate or smth you have to do or is purely just RNG?

womp late reply but thanks, real annoying i can be in a completely full server for hours and still not get it to trigger lol, leave it up to rockstar to make us work for their holiday events

These long activation times are super annoying.
Same as halloween event, only got one horror clown and one burning car during the whole event because the spawn ratio was so low

you should go for a tiny session instead full session
had my best result in 3p session
it looks like in full server is the chance higher you have cheater which messing with the script or goosh is simply attacking everyone except you

i also wonder why R* hasn't allowed the whole outfit, can you reproduce the outfit with available festive clothes?
iam pretty sure you can't combine masks and hats without glitching

There are also some issues right now which make the game pretty unstable for certain player so good luck keeping a session for 48min without crashing

Think modders can affect Gooch spawns somehow
I just ran around on foot in a session for 3 hours
It went from 10 players to 30 players and then in the final 20 minutes it came down to just 2 of us.
As soon as that last guy left, literally as soon as the "player left" notification popped up, the Gooch spawned
or maybe it was going after that dude the entire time and it switched to me when he left? idk

It has some like weird furry legs and hands that you cannot get, the coat he has is also unobtainable, and his face is much different compared to the mask you unlock, the actual Gooch looks more like a cookie monster thats addicted to cocaine.

i got it while doing snowpeople of unassumed genders and after just a few i saw it. friends only lobby with 2 people including myself

Note:
You need to have money in your pocket and in your bank to be a potential target for the Gooch.
