could be anti virus which blocks your process because you bought one for extra security
could be dying hardware use one of the hdd check tools, ssd need their own special tools
maybe not enough free diskspace so steam can't reallocate enough space for the process
could be windows security setting which mess with writing privilege while the user wanted to feel extra safe
other third party software like onedrive was also a trouble maker in the past when it comes to the documents folder

Remember storage drives separate from your OS work better for a partition table as GUID with error correction, but need to be de-fragmented with a defrag program from an external company other than Microsoft's defrag app that don't work on storage drives like a SDD or normal HDD if formatted and set as a GUID partition table for speed and better performance for gaming and since you wiped the drive your still going to want to go through testing it and go through the process of wiping free space with an application coded for it, to make sure your old files are deleted and not full of memory tables with corrupted memory sectors.
Remember you can use command prompt with over-ride commands to delete everything you can on a hard-drive that might have hidden encrypted security files that can be linked to an error to try and resolve your issue.
