just save up money and grind to buy kosatka sub and grind cayo heist- and dont bother buying anything else unless they are on a discount.
Edit: Multiplayer uses P2P and is a mix of public and private. You can join public sessions, join just friends or crew, or create one of your own to play. In a recent update they made many more activities available to do in restricted lobbies - like totally private or friends only - which players basically must do on PC to avoid the plague of cheaters who appear in nearly every public lobby lately. You really should avoid those if at all possible. Things like missions and heists and races are often instanced, kept separate from the freeroam lobby.
The key is to resist buying urges and stick to buy the absolute minimum necessary, while doing things like challenges and collectibles early so that you generate enough income and experience levels without even trying and bypassing the feeling of "not having essential things".
This is an unusual approach but much more fun.
