If you browse the steam store you can find that kind of games.
Acting Lessons. Man of the House. Depraved Awakenings.
While guns and violence are totally fine, sex is a no go there.
Although a lot of kids are playing GTA that's why it didn't get an adults only rating there, while showing explicit sexual content would definitely result in such a rating.
Since you relate to GTA SA you pretty much remember the hot coffee mod case.
The actors weren't even naked and it still caused this kind of trouble.
According to this, I wouldn't call it more open. You might be able seeing much more skin in GTA IV / V then in GTA SA.
Nevertheless GTA isn't supposed to be a sex game anyway. It's an action adventure satire and Sex is used for this purpose only.
So if you're looking for games like that better go for "house party" or "lust of darkness"
Apparently OP and two full pages of respondents don't think prostitutes count as people.
Which in a way is part of the problem.
