Take a look to see if the mod requires anything else. Mods often need to rely on something for them to run, mostly other modded files or core scripts
I've found the download for ScriptHook version 1.1:

I don't think you really use mods very much. Mod communities are SUPER similar to a game ecosystem. There's a lot of trash and meh, but there are plenty of mods that are great. On a size ratio, mods have just about as many bugs as games do on their first release. Your comment is just trying to defecate on mods in general, which I'll admit, is pretty anti-consumer.
I would thank whomever modded the first nipple into a female charecter in Oblivion. Truely this person changed the world, forever.
