Report a translation problem
You need to unlink your PSN ID from your previous Social club account and re-link it with your current Social club account (the one linked with Steam). Your PS4 character, progress, etc. is attached to the PSN ID, not the Social club account.

True, but that was only regarding PS3/XB360 to PC/PS4/XBOne character transfers.
The answer is still no, sorry. Once you link a Social Club account to a game in Steam that link is permanent.
If for example you were to buy GTAV on Steam now, picked up the free copy on EGS back then and played it, I think you could use the Social Club account you used on EGS to transfer your progress to your copy on Steam. As the same goes for the Social Club version of GTAV you can buy directly from Rockstar, online resellers or retail. But once your copy on Steam (which uses a distinct Steam key) has a Social Club account tied to it, you cannot change it anymore. Hope this makes sense. :)
