Also can recommend turning down grass quality to normal and shadows to softer.
distance scaling is also pretty resource intensive.
Why'd you pick a 2gb card if i may ask?
these days that is a little bit on the low side
I just checked and looks like i got it mixed up, distance scaling should be fine, there is also an "extended distance scaling" and id leave that turned down :P (as is default)
i myself am running the game on a r9 290, at 1080p and mine runs fluid, never drops below 60 ever. ill post my settings as a reference.
some things might be more turned down, but i optimizted it for constant 60 fps.

in the advanced graphics tab i have only long shadows and high detail streaming while flying enabled.
Remember though, the r9 290 is a 4gb card! currently im using 2357mb, so you would have to tone some things down to get below that 2048..

Its less then 100 mb, it should be fine, also i said even when i go further behind the limit, it still lags. Why would i choose a 2 gb card?
VRAM has become a marketing issue.
My understanding is that vram is more of a performance issue than a functional issue.
A game needs to have most of the data in vram that it uses most of the time.
Somewhat like real ram.
If a game needs something not in vram, it needs to get it across the pcie boundary
hopefully from real ram and hopefully not from a hard drive.
It is not informative to know to what level the available vram is filled.
Possibly much of what is there is not needed.
What is not known is the rate of vram exchange.
Vram is managed by the Graphics card driver, and by the game. There may be differences in effectiveness between amd and nvidia cards.
And differences between games.

And... no game maker wants to limit their market by
requiring huge amounts of vram. The vram you see will be appropriate to the particular card.
thats why. It was a like 40 dollar difference. I have a friend with the same card as mine, but 4 gb version (he actually recommended this card), he doesn't get more or less FPS than me in any game, even in gta 5, hes having the same problem! (Same settings)
does your graphics card show the "Power Efficiency" toggle in Radeon settings > General Settings tab?... if so disable that feature. also go into Radeon Settings > Overdrive and set the "Power Limit" to max. this will effectively disable any power saving / core throttling features your card may have. on my R9 390 i had to disable power efficiency and max out power limit to get the most out of it. your 380 may vary but its worth a try.
If you aren't using settings that are Dx11 only, then just don't use Dx11 for this game. It won't look any different, and it will run better.
Also, AMD has the raptr program that comes with their drivers. If nothing else, it can be useful for its ability to suggest and set graphics settings that have been found to work well with your specific graphics card. Especially for a game like this one where you have to restart the game to change a lot of things, it's a huge time saver.

It kinda did. There was a overlay where i could change fan speeds and clock speed, and the power i was sucking from the psu, i put that at the highest i can. My psu can handle it. It didn't change much

i chose not to install RAPTR cuz i dislike its overlay. I wanted to use DirectX 11 for the grass, cuz i liked having a lot of grass especially in online. This game is going to have its 1 year anniversary and its launch is still better then what it is right now. I really hope the devs or whoever AMD or GTA 5 fix this thing. I also want to see Directx 12, cuz i only upgrade to windows 10 cuz of it. Any other solutions?

Actually, i think it fixed it? Im now getting 50 fps with higher settings? Hmm, i do now know if its that or something else, i really dont! Im even passed the memory limit! I will report back if it fixed it
I totally get not wanting Raptr, though you can disable the overlay, or simply never run the program again after you use it to set up your game. Anyway, yeah, you can still just set the game back to Dx10.1 and configure your graphics manually. Can even hit up google and see if you can find some suggested settings as a start point.
As for seeing Dx12, not in this game I think. It's simply not worth the effort and money. Besides, given how badly you have to bork the Dx11 implementation to make it run worse than Dx10, maybe Rockstar aren't ready for that yet :P
