GTA Shuttering Problem HELP!

Hello so I downloaded gta5 for PC yesterday when opening it was fine then as soon as I got into any sort of game play it would lag, and shutter it would freeze for about 2 seconds then unfreeze for split second making it impossible to play. I wanted to try and refund it but as I have spent nearly 4 hours trying to fix this I cant refund it. I have a video to show you what is going on: https://www.youtube.com/watch?v=kLY1WrXHJa0 . I would either like a refund or a fix to this. I have looked at many tutorials and even tweeted at Rockstar and followed the forum they gave me. Still didn't work. I'm not happy with this since I paid £39.99 for it and so far has been a waste of my money.

People no doubt would like to know your PC specs first in order to help you. To me it looks like a CPU bottleneck problem, but without specs it's just guessing.
