Report a translation problem
I had it run on an Inspiron 15 3000 series with AMD A6 at 60 fps. It only stutters when driving and even that I just solved with some changes to my card. And Optimizing also fixed some issues as well. The main issue with upgrading is there aren't many graphics cards for Dell Optiplex 780 unless I haven't found them yet.
it depends on your mother board and that pc has a mini motherboard so a smaller in physical size video card that may work could be a 750 Ti. Im not sure if you have upgraded it or not but that pc should only has 2gb of ram included. I know this because i do own that PC for my arcade machine.
I understand, ssd's though have dropped significantly in the past couple years. Can get a 120 gb for $40-50 now is why i was saying that. It's like the cheapeast upgrade next to more ram you cna do that you'll see a differance in. If you don't have more than 8 gigs of ram though, that'll be usefull on this game.

It works and very well. The only issues are the blobs of grey if you drive fast which is fixable sometimes and the usual random stutter of driving that really anyone can get now for some reason...
