Steam Cloud not working on launch
When launching the game I get the error "Unable to Sync. Warning - Steam was unable to sync your saves with the Steam Cloud."

No problem I figure, although I played GTA Story mode extensively, lately I have only played Online and just use the Story mode as an entry point. So if the latest save is lost it would be no big deal.

But... instead of either giving me an option to choose between the oldest save on Steam or my local save, or even trashing whichever is considered "bad"... the game just gives me the option to Start anyway or Cancel. OK, I think, maybe it is choosing on its own... but on the next game launch the same story repeats itself.

Is there a way to restore Steam Cloud to proper operation even if "some" (not all) progress is lost?

Gta5 doesn't use steam cloud - uses R*'s cloud save/sync.

Sounds like your steam install is misbehaving - and a plethora of potential fixes for that if you google the error. Some of them even imply it could be a server/connection issue. There is plenty of wiggle room for that error to only apply to gtav and not other games.

edit - enabled cloudsaves here, started game multiple times through steam. no issues.

Whatever it is, it never failed before, it does not fail with ANY other games, and it continues to fail with GTA.

If it is using R* Cloud Save then perhaps Steam is just reporting the fail in R* cloud save. And it would make sense. Both I and many others have been experiencing a very noticeable increase in failures related to R* services like Social club over the last couple of months. I would bet this is the next level of failure. sigh... r* never stops disappointing, every time worse than before.
