i cant uninstall gta 5

Hi all , i hope someone can help me i delete gta V with the rigth click on mouse remove local file but when i reload steam (close and reopen) gta 5 start to validating and then download the game.
it freak me out.

Right click on GTAV in your steam library, select "Delete local content".

If a download is queued, go to your downloads and cancel it.

i try but when i log out steam and relaod it the download of gta 5 restart from beginning

now i try to redownload start it and then try to unistall again but from programs in the control panel not in steam becuse now in unistalling program or cccleaner there isnt.
