This is probably closer to the truth.
I currently have a gtx 660 and it does the job perfectly, I can run ultra settings at 40ish fps, the hd 7770 isn't too far behind the 660
If I can't run those settings on my machine at 1080p then you don't stand a chance, sorry.
I've played GTA V with a 660Ti and that can't run anywhere near ultra at anywhere near 30fps let alone 40.....
I built a friend a machine with a 960 and 4690k, plays GTA V on high settings 60FPS. A 970 will be better obviously but now is not the time to upgrade due to the GTX 1070 coming out in the next month or two - when they come out the prices on 970's should drop, the 1070 might also be affordable.
you can't run with a pentium 4 and expect to get good results with a decent graphics card.

Setting some settings to very high/ultra whilst completely disabling the rest and yet still dropping to less than 20FPS.... (yes, watch the video you linked) in the city is not what I'd call "running it at 40 fps ultra 1200p". It's also being ran at 1080p, by the way, whilst going way over the suggested VRAM limits (which means it will start sh*tting the bed in certain situations).
Go run your game at actual very high/ultra settings with MSAA (even at 2x will do), FXAA, TXAA, and all the other trimmings including in the 'Advanced' section and record your FPS whilst in single player out about about in some grassy areas with rain and all of that fun stuff - I bet you will often be dropping waaaay below 30FPS in certain areas.
My point was, I actually run most of those said settings at very high/ultra as to maintain a steady 60FPS at all times and I needed a pair of 970's and crazy expensive CPU to be able to do that. Even then I have to turn down the grass to high or it drops to the 40's sometimes. It wasn't an attack against you, just more of a nudge to stop you dreaming.
EDIT - I run at 1440p, but I still won't be able to run all settings on ultra and maintain 60FPS at 1080p.
