Report a translation problem
Much like when a modder/hacker/cheater takes your weapons away, it functions like a one-time use per server(peer-to-peer), it's temporary and a simple hop into a new session will return your weapons. Money may work the same way, but I have never had a modder/hacker/cheater take my money. This is merely from experience.
The servers are peer-to-peer but Rockstar has systems in place to keep your account information in sync with their cloud data, assuming no problems occur between information updates, in which case you'll get warnings or notifications saying that GTA couldn't contact Rockstar servers.
Thing is Rockstar is pretty picky about players giving money away to each other via money drops and or just themselves, naturally. So sometimes Rockstar could correct your money if it detects it as "hacked" money. This is an automated function and or triggered by a Rockstar employee of sorts, quite likely an automatic function.
If you have had legit money deducted from your previous balance, you might want to contact Rockstar support, though many have had ill luck on such efforts.
If you really did lose Shark Card money, open a ticket on the official support site. They're very serious about Shark Card money going missing.
He mentioned he had 8k and lost it, thereafter he had gotten a shark card, and lost it too.

This is an assumption based off of how he worded things.
He seems to mention the Shark Card thing offhand. Like he's mostly worried about the 8k. Very strange.
Regardless, there is nothing we can do for him aside from provide insight as to what might have happened.
Rockstar support is his only hope.

Thank you for contacting Rockstar Support. GTA Online bans are triggered by a number of factors, including modding in GTA Online, exploiting or abusing game mechanics, manipulating protected game data and code, or otherwise interfering with other players’ gameplay experience.

as they said bans are caused by quite a few things all of which are listed at the code of conduct page.

rockstar does not look over bans just because you emailed them, they research bans on their own not just because some one claims the ban was a mistake.
