Yep. It's not physics-based.

no, the option disappears if race type is non-contact, other cars don't exist for any practical purpose with that race type. should never have slipstream on anyway, it doesn't behave like slipstreaming, more like giving the slower driver a nitro boost.

This is wrong though. What you are talking about here is catch-up, not slipstream. With both combined you get what you are describing.
