Audio files also take up a lot of the space as well, and from what I can tell, differnt shoe types have different sounds to them. Some shoes squeak, some shoes clip-clop. There's a lot of different engine sounds to the vehicles, and there's even that metal crinkling noise when a vehicle is shut off.
Also, first person and third person both have different viewmodels too, from what I remember hearing, so that doubles the amount of space the guns take up in terms of models.
Just Cause does have a larger map, but there's less in that map. I believe there are also fewer vehicles, and as with Skyrim, many locations reuse assets.
GTA has a lot more unique locations. Most of the buildings are unique, and the map has a lot of stuff going on. There are still modular assets used trough out the game, but far less than JC and Skyrim. Then there's cut scenes, a whole lot of audio, animations etc. It adds up.
