Unable to launch GTA5.exe due to lack of privileges on the game library directory.....

Are you 100% sure, you are doing ALL of it? This error does not magically just happen (well, maybe with exceptions to immediately after updates if R* changed something).
I almost want to request a screenshot of the details tab of every .exe listed.

You removed 'all run as admin' on any .exe involved and test? Did you move forward, and set steam as admin? R* launcher? and proceed onwards to give each of them 'run as admin'. Was steam actually restarted after you flipped its checkmark?

Is this some other case of a jank way attemping to launch gta5 other than directly from steam?
