Though I agree with OP, there should be a singleplayer only installation, especially for offline play and mods.
If it's anything like red dead they use same map.
There is a standalone Red dead online for sale minus story mode and it's literally same size, 100+ gigs for both
May not be for everyone.
I've been in that situation where I had barely enough money a month to feed myself on.
I couldn't afford to replace anything that broke in my PC (which it did) back then let alone have the luxury of upgrading anything in it.
Depends on the person, some people like replaying the same games and experiencing the same stories over and over.
Much like they enjoy re-watching a movie, or re-reading a book.
Frankly I don't get people who play something once and never touch it again, seems wasteful to me.
Like people who buy new consoles when they first come out, only ever buy 5 games on it and pretty much let it collect dust for 99% of it's lifespan.
It's just a big waste of money really.
And tbh people who mod gtav story mode have access to bunch of online assets, so they benefit from online at least in some capacity.
that usually how it goes with games that have in game rendered cutscenes. take tekken for instance...the game has like 50gb of cinematics lol and guess what!? they are all arcade ending videos with like 2 min duration each >.<
