Yes, many People will think "GTA VI is going to be Trash" i can deny that, with only one Reason.
Unreal Engine 5.

When Rockstar Games decide to Build up on Unreal Engine 5, everything will Change.
Since they announced that GTA VI is in Development, some months before they released the Unreal Engine 5.

Unreal Engine 5 is a whole new Generation of Graphic/-Reality and Gaming Communication between an Complete different Setting.
Example - ~ "The Matrix Awakens" - Based on Unreal Engine 5.
Everything is Detailed in the Unreal Engine 5, self the Models/Buildings/Cars/Street/A.I everything. Its been Called "Next Gen. Human AI"
The Developing Team of UE5 want to create an whole new AI overfield. That means, they try to make an AI who thinks themselfs. You can see that in the Faces of the current AI of ~ "The Matrix Awakens"

Everything is can be Destroyed or Damaged.
Unlike in any other Game.
And yes, seriously. I mean Everything.
Example when you drive against a Wall with 50/mph, not only the Vehicle gets Damaged. The Wall will have an Complete Curve in it and it will be Damaged with Details. At the same Moment the Vehicle hits the wall, it "Realtimes-Render" every Detail of the Damage of the Car and the Wall of the same Time.

When im really thinking about, it would make sense.
That Rockstar Games maybe waited until an New-Gen Engine would Arrive.
Now it camed out and a Couple of Months later we got an Announce that GTA VI is in Development.

Would you have a MIND, you would know that Rockstar Games spend a Million of Dolars on a Game. That means highly that the Game can be Good. But it can be also include some Bad things. Like now the Physics. But UE5 have an pretty Good Physics Engine.

Its not the graphics, its the overall setup. For example this one (part five) have so many glitches and they never fix it. So what make you think the next one is going to be better? You realize that the next one is going to be very small, probably 15-20 percent of original size.

There are so much craps in this one, too bad they never fix it.

If they couple both, it could outcome something. Its Possible to Couple with the Nowdays Technology.
Restrictions could be Disabled. UE5 allows Full/-Realtime-Rendering.
Means you could Build an whole Universe and it renders when you Load the whole Game Completely.

Its something the Star Citizien Engine already does.

Any game with Unreal Engine 5 under the hood will look beautiful no doubt, especially with meta-human AI tech. Unfortunately, graphics alone is not enough for a game to succeed. If the writing is sub-par, there goes 50% of your game.

Rockstar would have to give a piece of the pie to another company also & I highly doubt they will do that and want to lose revenue. Think about it they will need another companies help in fixing stuff meaning they would have to pay them. RAGE 9 engine will probably be as good as UE5, it will all come down to what hardware is available when the game releases in a few years, my guess is when it does release people can't max the game out due to limitations and will need a very expensive pc to do so.
