Tested R* launcher set as admin? Possibly steam, social club, and gta5 as well?
No onedrive interfering? Is it on/off or do you even use it? Most users find if they 'do use it' they tend to need it on. If they aren't using it - off. You'll likely have to test.
Windows defender not blocking anything?
Possibly adding R* launcher, social club, and gta5 folders to exclusions?
Used msconfig to clean boot windows and rule out any non-MS background apps/services?
Tried going to c / program files / rockstar games / social club and running the uninstaller? Then to c / program files / rockstar games / launcher - and running the uninstaller? Then reinstalling the launcher from steam/steamapps/common/gtav/installers by using rightlcick - run as admin?
Just listing a few of the more common/previous reasons to have issues at that point. There's a whole slew of other things that have caused all kinds of launcher/game issues including problems with vcedists. connecitivty to R*, potential/supposed issues with poorly configured pagefile/virtual memory, etc, But, because a new update hit and some people are having some issues, some were having some before, some haven't played in weeks/months- who knows. Have fixed multiples since the update having the 'same' issue and ended up needing different solutions ranging from uninstalling/reinstalling gpu drivers (not just updating), removing mods, renaming the my docs / rockstar games, and even updating audio drivers.
Some other related threads to the hanging/crashing/issues others are complaining about since (and some before) the newest update. Entirely possible to have multiple issues making this even more annoying to sort out -
