I've also done the Vsync thing and it didn't seem to make a difference. I've never actually had issues with Vsync from any game, at least to my memory.
It's quite alright I've heard that before actually! GTA seems to be the only game that drops as poorly as it does. I was just playing Desperados III and I moved the mouse around violently but it only dropped to like 56fps. It's a PS4 controller (using DS4 Windows) and the charging port needs to be bent a specific way for any connection to be made. So I can really only use it to charge for my PS4 now.
I'm just baffled because this wasn't an issue before this summer and nothing has really been changed :// It seems to only really affect GTA too, Red Dead Redemption II runs at a solid 56-60 the whole time. I'll look more into my GPU though, maybe I can tweak the control panel.
