You set the skin color of a character in GTA-Online by picking the parents and setting the skin tone slider, so to be dark skinned, you pick a parent with skin as dark as you want or darker and adjust accordingly. My main character has a very dark skinned father and a southeast asian mother and with her slider set about mid-level and the other sliders set right, she looks caramel skinned asian-african cross. I don't think they have any 'parent's with skin that are super-dark, but if you pick your mixes and set your sliders right, it's not hard to get a Lamar.
