Rockstar should perhaps invest more time in bringing over MP content to SP, instead of attempting to cash grab with shark cards
That said, no for some freaking reason you can't, steam decides for you even though you were the one paying money for the game.
They probably do that so they won't get spammed by dumb people who turn off the update feature and then cry about their games not updating. (Yes people are actually this freaking stupid)
Only thing you could do is do a dual install, many modders (single player modders) do this so that ragehook won't get messed up everytime a patch be it big or small launches.
Obviously dual install is going to require double the space on your HDD/SSD.
