Navigate to your gtav install folder. ( View file extensions if needed )
Compare your folder/files to the screenshot - delete anything that is NOT in the screenshot.
( Ignore date, time, type, size - leave commandline.txt IF you use it ) -----
And then ===> VERIFY. (R* version - You use gtavlauncher.exe -verify in command line)

and the NvpmAPI bla bla .dll.
probably came with your windows version, the game install has extra DX 11 components .
are you running windows 8.1 maybe with WDDM 1.3 GPU driver?
i am going to try fix my game on windows 10.
i see now what is going on.
steam might even be guilty, i dunno yet.
i will try another version of game without steam , just to see how it installs DX11 with WDDM 2.1
i need to test this:)
