I have a corrupt file in my game.
Grand Theft Auto V\update\x64\patchday2ng\dlc.rpf

If anyone here has this file with no mods in it, could they upload it for me?

I am new to this game, can you explain what it means to "verify game cache"?
This happened when installing a mod.

Since you said mods- in order to fully remove them- you manually delete the entire folder -or-
You can use the below picture to weed through your dir and remove the mod files.
(Ignore date/time/size/type - leave commandline.txt if you use it)
After deleting the files - also VERIFY CACHE.
