Normally GTA V will tell you there is another instance running and refuse to launch.
I think it will require Sandboxie or a virtual machine to maybe run, but no guarantees.
Oh and you gotta set it up correctly. But VMware will work to allow running multiple installs. But you would need 2 different directories to run the game. One for your PC and one for the VMware install

And i use multiple HDDs to install the game
If it is just you, this should work. But you are gonna be spread pretty thin on resources
I don't still understand why he needs 7 + accounts on steam.
Back to the topic, I tried to run also two copies of the game on my pc, one on VM and regular. Both games start but one has no picture but I can hear the sirens and background music.
