Both run in game purchases with real money.
Currently it is being debated in The House of Commons in the UK, and if game companies start to apply for gambling licences abroad, then arguments claiming the games involve gambling will get stronger.
In The US, gambling is regulated. Slot machines need to be set so as to payout a certain percent of the time. Regulators will come and check these machines to insure they are not rigged. Will R* release the algorithms for their slot machines/black jack/roulette etc?
So admitting to gambling, will have a huge knock on effect within the games industry and in countries that dont regulate online casino's like real life casinos.
If the game owners wanted to provide good casino entertainment for the player base, rather than an unregulated sudo gambling mechanic, then they would have added good games in the casino, e.g. Texas Hold'em, ability to play Poker with other players, Horse Racing were players can be the jockeys, betting on races that players are in across the gaming platform. Instead we have a rigged fake horse racing mechanic, 3 card Poker thats all about chance, rigged Roulette, and Black Jack that more often than not results in the dealer getting 20 or 21(BlackJack).
Since Shark Cards have no effect in Single Player, it would not be considered as gambling.
At least make it available to players in Single Player, that cant access it in Online.
They dont want it in SP, as they can encourage the purchasing of Shark Cards in Online with the Casino.
I just purchased the suite, spend millions for it and for what, i cant even play. At least Rockstar should put an Ingame notice or some about it.
