If you have GTA5 through Valve only, then you have only a few options;
-Move out of your country, to one that allows it
-Buy the game again outside of Valve and use a VPN(Virtual Private Network), although your country may see this as illegal, using a VPN they will not know, plus it would only be an issue to your country if there was a complaint about you using it or you live in North Korea.
My advise is don't bother with the Casino.
Its terrible in my opinion.
Its a cash grab, and will prey on kids and those prone to gambling and compulsive spending.
The games in the casino are rigged, and require 1% skill.
It will be fun for those who have tonnes of cash from buying shark cards, those who received obscene amounts of cash from script kiddies, and the few who actually grinded for years to have enough cash to buy everything and still have lots left over. Also those mentioned above, compulsive buyers and gamblers.
I just uninstalled the game as I was looking forward to some Texas Hold'em, or playing around with the casino in Single Player. I was let down on both. The Casino was not added to Single Player as they can't make a profit off it there, as Shark Cards don't effect Single Player, and they want the player base in GTAOnline with the potential of buying Shark Cards. As mentioned by others, if the features were in SP, then players wouldn't have the want as much to do it online.

I have a good rig and noticed some longer than normal load times.
I saw someone mention in another thread that this is as a result of the new update.
GTA5 requires a good CPU, more so than graphics card.
You can turn down graphics, but the thousands/millions of calculations your PC must do playing this game will cause a bottleneck in your cpu if its not a good one.
Nat is about your ip allocation.
NAT1 is normally financial institutions, and companies that applied for ip's at the start of ip allocation.
NAT2 is almost everyone else.
NAT3 is almost non existent today.
Do you mean you have a slow network speed?
Or are you restricted from accessing others outside your country?
If you were smart enough to actually look into the new casino update you would know that shark card money is not accepted by the casino in GTAO. So it would still be illegal no matter what.

Is there another ISP in your country that you could use that does not force you into NAT3?
