Else, I'd rightclick gtav in steam, properties, local files, browse.
Enable viewing of file extensions.
Delete anything NOT a .rpf AND NOT a folder.
Rightclick gtav in steam, properties, local files, verify integrity of game files.
Try again.
Or, just go download a save past that point - drop it in the proper folder, and go online.
(though I'd still do the above instructions for good measure... no cops = something's wrong)

If you still have problems - we could probably do something like checksum/md5 your files and compare them to mine (which are perfectly fine -.-), and see if there is any differences - then manually delete them specifically, and try again. Steam verify does not always work properly. Though, I'd probably want your launcher.log and a screenshot of the gta5 game folder before I do anything. You'd also have to add me - won't be going back/forth via posts for that.

You shouldn't be deleting anything. Verify the integrity of the game files through Steam.
