At that point the best you could do is grab a %save from the internet - toss it in - and pretend it never happened. (not tested these links recently) -

And- you may very well want to disable cloudsaves again, or leave it on - and overwrite them all with your current progress. Disable - ingame, home, settings, somewhere is option to disable it. Else, open my docs / rockstar games / gtav / profiles / profilename - and delete the cloudsavedata.dat and it will ask again on restart of game.

Turn off cloudsync - check the state of your saves.
If you overwrote your local saves.. SOL (unless you made backups- like one of those 'happy' accidents where you -rename- my docs / rockstar games instead of deleting it while troubleshooting), or you got onedrive backing up your files, etc. So many diff things could do, be done - crystal ball isn't the suggested method of suss'n this out.
