Report a translation problem
Of course, can always rip all the mods out - verify it works as vanilla, and install 1 thing at a time and test each one, after deleting the 'mods' folder and starting over. Or even get past the prologue, or remove all save games, so many places you can have issues.
Also you have to rename the folder addonpeds to o_addonpeds (so it looks like: "Grand Theft Auto V\Mods\update\x64\dlcpacks\o_addonpeds").
I don't know if this was a joke from the mod author, but have a look in his appdata.xml then you know what i mean...

Loaded and ran fine. Added 4 additional peds - also ran fine. Addonpeds hasn't been updated since 2017 (not the one I use(d) anyway). YMMV obviously- depending on whatever other stuff is installed or what 'version' you are using. Up-to-date steam version here.
