Report a translation problem
If you've previously modded, stopped, and trying again (uninstalling and reinstalling doesn't remove mods) - I'd clean the gtav folder of ALL non-vanilla files/folders. Open gtavinstalled folder (steam/steamapps/common/gtav is default), view file extensions, delete anything that is NOT a .rpf file AND is not a folder. If there is a 'mods', 'scripts', 'plugins', folder - delete them. Verify the game files via steam. The game should be vanilla - and then you can make sure that works before you stick anything else back in. *note - after large updates to the game, the mods/update/update.rpf may need updating
If the vanilla game doesn't work after you clean - either did something wrong, or there is 29842734923742398 things that can make gtav not work. Basics - clean/reinstall gpu drivers, rename my documents / rockstar games to -old (and don't use cloudsync), run steam as admin - and so so many more.
All that said -this is generally not a great place to ask for storymode modding help.
