Best you can do is try to dig deeper into launcher.log, eventvwr crash reports, and start eliminating variables. Clean boot windows, test drivers.. and on and on. It can be a nasty error especially if some mandatory background apps have issues, or don't have updates - because after all that - you can still get it from 'other things' not on your end. Bout best you can do there is try to trigger it while playing storymode in offline and see if it still happens.

I would try launching the game and open windows tool application services and take note of finding the services related to the application from failing to start to find the root cause of your issue.
There's just too many variables to give a definitive answer whether its security related, wrong hardware update or wrong version of Bio's flash for installed hardware, or corruption or someones malice programming or DOS-attacked your system, so take this in mind command prompt might be the objective to utilizing to repair windows if its the case.
I would limit start-ups and only use what is really required, I have encountered the error before and had to repair windows installation files and pretty much manual reset windows with command prompt to not have to reinstall windows or lose more time because of a DOS-attack by some crazy modder and hacker just targeting people for no reason.
