These are my current first steps when GTA5 is having launching issues.
It can solve many common issues.
It might help you.
Use WINDOWS (control panel) and uninstall both the R* Launcher and Social Club.
Manually delete the folders for both, here ...
Documents>Rock Star Games>
(if still there)
Go to STEAM Library and verify the local Game files (almost as good as re-install)
When you start the Game it should download / prompt you through an up to date install.
(updating from the Cloud)
*Exit Game and set both the Launcher and Social Club to run as ADMIN if the above steps have not worked.
**This is all taking for granted it is a normal un-modified install.
**You might try skipping right to setting those 2 apps to ADMIN and try before the uninstalls.
Do *not* follow the steps above unless you know for sure you have your game progress synced. Otherwise you'll reset your offline game (ask me how I know)
The directions however - say to uinstall the R* launcher, and social club. When it says 'delete both' - it means 'only' those 2 folders in my docs / rockstar games. There are no save games in those folders. They are in my docs / rockstar games / gtav / profiles / profilename.
Cloudsaves are known to also cause some issues, so not using them is a common thing too.
