As in pointed out they shouldn't be Bulletproof in of themselves, Bulletproof is a specific feature/modification you add to a vehicle. Some vehicles seem to include it automatically, but most require you to pay $25k I think it is to make the tires bulletproof even if the car is otherwise armored.
Apparently APCs and other tanks have bulletproof tires automatically, but weirdly you can choose to pay to have non-bulletproof tires if for some deranged reason it floated your boat. :)
That's why the MOC cab superseded the Phantom Wedge as ultimate ramming vehicle
