low gpu usage and fps drops in menu

why i am having this problems in game that have soo many years? someone know the solution??

One common cause for that behavior is going over 144-150fps and starts bouncing off the 188(ish) limit. Game engine will experience issues (more common in menus or low quality settings). Can try boosting eyecandy (for ingame - forcing max fps down), vsync, or using a fps limiter (to lock it at like 185, 170, 160, 150 - results may vary). There 'are' many other causes like background apps, clocks, overlays, audio devices, even self radio has potential (and much more -.-) --- but I'd start by testing the fps thing first.

wtf they got soooo muche money from this game and this can be a problem, too many fps xd i will try to lock fps, and i run gta 5 without any apps in background

maybe because back when the game was released in 2015 even the best GPUs were not able to hit over 144 fps at max quality even at 1080p

Upgrading my BIOS fixed this issue for me, especially if you're on Windows 11. There is a TPM bug that causes the OS to keep requesting a call or something causing it to lag.

i locked fps and updated bios and gpu usaged is around 60%...
there is a problem 100% i have 97-99% usaged and it drops randomly to 60% and also drops fps

I also have that Menu issue where it lags,its when your FPS reach over 140 fps as already said. For that what I do is press Alt + Enter in the options menu so you switch to Windowed screen, and the menu lag should be gone. then alt enter back in again.

soo yea menu lag happend when fps is to big so its have to be cap, as some of you said
i have amd card so i cap fps in amd settings and menu lag is resolved
