Families Attack Franklin?

I don't know if this is working as intended, but all of the Families gang members attack Franklin when I shoot a gun around them (either at nothing, or at Ballas gang member). Also, Half of the time I talk (using "E" button) Franklin will make some kind of rude comment to them which causes a fight to happen. It just seems weird since Franklin is a member of the Families.

I tried uninstalling the game, then reinstalling, but the issue keeps happening... Is there a fix? Thanks

do you have any mods installed? have you messed with any mods before?

I had added mods, but then i uninstalled the game... is there a way to uninstall to include the mods?
