How much ram do you have?

ramns got nothing to ddo witht hat, and Im sure with his specs he has 16gb of system ram and he has 11gb of vram ont hat gpu. make a nvidia profile for the game, and go down to vsync options and set it to let the applicationd ecide if you use vsync within the game, and if you already are doing that disable vsync in the game and select tof orce it through the nvidia profile instead. quit out of rtss or similar osd too briefly to see if that is causing the issue with the game, I heard the newer rtss has some sort of freesync-like feature of it's own int he newest beta versions. Also it just may be that either with your driver version, or the game's patch that vsync maybe broken with that game currently too. go on reddit or google and see if others witht he same gpu and driver have those issues with the same game or other games. you will need to restartt he game every time you faniggle witht he vsync settings to see the effects properly btw.

I doubt it with those specs, either they bought it prebuilt with at least 8gb of ram, or they knew what they were doing and bought at least 8gb, most likely have 16gb

For me Vsync seems to be somehow broken in the game. I have it off because I use Gsync, but it worked somehow weird when I played around with it to test a couple of things. You have two possibilites with vsync you could try: ingamy vsync and vsync via the Nvidia driver. So you should check having it off in the driver and on in game, plus vsync on in driver and off in game and finaly both with vsync on. I think at least one combination should work.

ingame hold ALT and hit ENTER to switch from fullscreen windowed to fullscreen dedicated. It makes ALT-TABbing a bit more cumbersome but it fixes V-sync.
