Exceptions
You don't need to worry about someone finding you with your IP address. However, there is one exception to this rule, and that is for users who partake in criminal activity. If you were to participate in illegal activities, then a law enforcement agency is within its rights to get a court order, which would be submitted to your ISP in order to get your information. But this isn't a common scenario, and even if it did happen, the fact still remains that only your ISP knows your exact address from your IP address. Police only have access to their information with a court order. At that point, there are other means for the police to find you, so your IP address' geographical ambiguity won't do much in means of protecting you.
