I don't think it works like that. It gives you links with the general idea where to get stuff, but you still need to visit some places in the game, like the clothing store for unlocked free clothes, the in game phone to access the websites with cars and properties and the Ammu Nation store for getting weapons. The links themselves won't give you these things, only tell you the places to go.
What rank are you? If you did the tutorial phase, then you should be around rank 3 or 4, so do some other stuff, like a store robbery, or two, that should help you rank more (evading 2* police isn't that hard actually), when you reach rank 5, you'll get a call about properties, that's when you can check out, if they are actually available as part of the pack. Get up your character's phone, go to the web and look for the Dynasty 8 site, use some filters to check out the free garage at the airport (should be listed as Exceptionalist Way or something, it's a 10 car garage, a good thing for starters). If it's there, the pack is active and the 1 mega bucks should drop in next 72 hours (probably sooner). If it doesn't happen, go contact R* support.
