Tried verifying game files, not playing with any mods.
DO you know how to do the solo lobby trick?
If so do the solo lobby trick while stuck on the loading screen. If that works and get's you directly into a lobby, it's modders slowing you connecting or NAT.

If you're not sure how to solo lobby trick, here from a reddit guide:
Method 1:
Windows users only (Not tested on anything else):
Open Task Manager when in an online session ALT-TAB out and open Task Manager and click the "Performance" tab. 1a. (Optional) If you can't find it via Task Manager press "Start" and type "Resource Monitor" (without quotes)
At the very bottom you should see a link called "Resource Monitor". Click that.
Click on the "Network" or "cpu" tab and find GTAV.exe (May differ on your computer, may not. Just a disclaimer)
Right click on GTAV and click "Suspend Process" and confirm.
Wait around 7-10 seconds and right click on GTAV and click "Resume Process" and confirm.
Method 2:
Windows users only (Not tested on anything else):
Find any online lobby
Hold LEFT ALT+ENTER for 10 seconds (screen may flicker, freeze or go black until you release)
Release
Watch people leave the lobby
Enjoy
If done correctly you should be able to see everyone leaving the lobby and you are all alone.
Yes. Doing a fresh reinstall install is important if something seems off like what's going with your game right now. I hope it works. If it doesn't. I'm going to say maybe it's your pc's fault.
