Except social club which syncs your data, but social club is also used for various other rockstar games such as the new rdr2.
P2P still needs a matchmaking server which is the rockstar services. People on Xbox 360 and PS3 might not agree with you there.
Games that are peer to peer host a server off your own machine, just look at gta4, the multiplayer still works there doesn't it?
Dude, you can't join GTA Online from PS3/Xbox360 anymore. You may own the game on PS3 and you may still be able to play Story Mode, but not Online. R* did shut down their "services" for those consoles. Which was the original point of
Yes, you still need a Social Club account, but you also need R* services for the specific console/platform you're on. If thsoe services are down for good, you're unable to play Online. GTA IV might still work, I think R* never announced shutting the multiplayer of GTA4 down, but they did announce shutting down the PS3/X360 versions of GTA Online. So there's that.

I was talking about closing down, not socialclub. PS3 and x360 are both offline. Gta4 online was patched out of the game with the latest update. P2P is not a magic thing that will always work. It still needs a server to let the game know where to connect, how many people are currently searching and so on. Without rockstar services, you won't be able to play online, no matter if it's P2P or not.
Take minecraft as an example, even if you somehow couldn't log into the mojang / microsoft authentication servers, you can still join someone if they set their server up for hosting in (unprotected mode) which is a default thing you can turn on or off.
I had to do this once because the minecraft authentication servers went down for maintenance.
