can you do cayo with one character then swap char and do it again, back to back?

I would asume you can do both characters given they both each own the Kosatka submarine.

Yes, you can.

I have 2 accounts whit 2 characters each, You can do 2 heists in a row and will get the money for both.
Doing 4 in a row the anti-cheat kicks in even if you are doing them legit.
