Other than that, with a Kraken or scuba gear, you could hide in the greatest possible depth in the ocean.
A little further away from Paleto Bay is a tunnel under Mt. Chiliad. Maybe you're safe in there.
Spawn locations for molotov cocktails, night stick and a hammer.
In the back of the 24/7 store you can find a baseball bat.
In the Paleto Bay saw mill you can find a crowbar.
I don't think he identifies as a crow. Seems more like a seagull. Pretty sure crowbars don't let his type in.
This is now my spawn place. I can call inn a Hydra if I need to move south fast.
I remember when this game first came out and there was like no reason to go to Paleto bay. You'd never see anyone up there.
I will do some touring checking out the above mentioned tips, tnx for all input so far.

It isnt as shabby as Sandy Shores, far away from the fray of LS and still provides solutions for all your daily (criminal) needs, Globefish mentioned them, but I like to add the PBFD at the south end of town, where you can find helis to steal, which allows for a quick travel to LS if your business requires you to go there.
And since my businesses provide a lot of work Paleto Bay became quite a Boom Town! For unknown reasons drug addiction and abuse is above national average. ;)
Things PB lack:
- a bus line or even better a commuter train to LS
- Hookers
I will continue to explore this great place.
