Report a translation problem
The reason you don't see a Launcher.exe is due to a setting in windows to show file extensions or not (can find it under the view section when looking at folders). considering how many places this file is on your system, I would uninstall social club and rockstar launcher, and remove the folders/leftovers of those programs. Then verify game files. Hopefully after that when you run the game it should try to install the required programs. oncedrive creates folders to backup to the cloud those maybe leftovers from before you stopped onedrive.. hope this helps, if not I'm out of ideas.

Is it an un-modified install.
If so.
Try this.
In this order.
Even if you've done parts of it before.
It will cause the program to download / prompt you through an install.
These are my current first steps when GTA5 is having launching issues.
It can solve many common issues.
It might help you.
(1) Use WINDOWS (control panel) and uninstall both the R* Launcher and Social Club.
(2) Manually delete the folders for both, here ...
Documents>Rock Star Games>
(if still there)
(3) Go to STEAM Library and verify the local Game files. (almost as good as re-install)
(4) When you START THE GAME it should download / prompt you through an up to date install.
(updating from the Cloud / asking permissions)
*Exit Game and set both the Launcher and Social Club to run as ADMIN if the above steps HAVE NOT worked.
***There are many things that can cause GTA5 problems, this is just the most basic first step, it IS what I do when GTA5 fails to launch after an update for example.
