Report a translation problem
When the Agency DLC released, I was at the mercy of this as well. I must've sold off nearly a dozen cars (even bought a few back xD).. I'd recommend whenever you get your daily bills or incomes added to the safe, sell a car.. let the notifications serve as your reminders.
I don't know if the exact details of this is correct but something like this has been put in place by R*. I would follow the advice given here.
However, I disagree that users don't generally clean out garages, I do it quite often with cars I don't drive. I don't like having that long list when in heists or so. Players should be able to do with their cars as they please without getting banned.

I'm selling a car each and every day and haven't gotten any trouble so far, no flag to my account that I cheat or anything. I'm looking for a specific car and once I get it (know the spawn place), I sell it. Doing that each day over and over still didn't attract any unwanted attention from R*.
I guess there's more to it, like selling specific sort of cars (supers mostly, even some high ranked sports), that actually attracts the attention. Selling a Sandking XL or other street found car is completely safe in my opinion.
