UPDATE (01/08/2023): I was able to successfully upload video without doing any of the steps I mentioned, just make sure your google account is linked with rockstar account, and rockstar account with steam account. You can do so via opening rockstar account settings.
And you should be able to upload exported project successfully.

I got my achievement on 26/4/2022.

Steps to follow:
1. Create a clip from rockstar-editor and click on "Upload to youtube"
2. Overlay window will appear for you to sign into your google account.
3. Copy the URL and paste it into your web browser (I did it with chrome)
4. Sign in via the web browser, and after signing in a message will appear, that your account is linked. "Your account on Google has been successfully linked."

After that..
5. I reopened my steam overlay from where I initially copied the URL
6. I closed that window, and after closing, in-game it showed me that my account is linking to the youtube (or something like that) and on the bottom right corner there was linking text with process icon going on and on and on...
7. I waited for like 30-40 sec and closed it via pressing ESC.

8. I re-opened my video gallery from rockstar-editor from where we get the option to upload video to youtube.
9. I again pressed space to upload it to youtube and this time it uploaded my vid to YT.

PS: You will get achievement only when status of your video is changed from "Processing" to "Done/Completed"

let me install gta v, and I'll create a vid. But in order to unlock this achievement, or literally any achiv, you'll need to share your account with another person. Only do that if you trust that person, cz you can't do anything if later he/she backs off and do something with your account. If that's the risk you are willing to take, sure go on and share your details with them, but I would advise against it!

Doesn't work at all, when the game asks for me to link, it only brings up google itself, no log in or anything like that. Clicking on log in and copying that link to the actual browser does nothing either.
