If you still have problems... post step 5 - logs/crash reports. You may need more specific fixes.

When you tab to it does it run? Does it crash? Does it do nothing? Have you used mods? Installed anything else? Changed/updated your OS? Drivers? Is this is a case of clicking around after launching gtav and launching minimized?

edit - the above info again covers the aforementioned bumps - removing said files, and other 'tweaks'/configurations. /sigh
1. Verify the game files again: Sometimes the game files can become corrupted, even after verifying them. It's worth trying to verify them again just to be sure.
2. Disable any mods: I know you mentioned that you've used mods in the past, so it's possible that they could be causing the issue. Try disabling all mods and see if the game launches properly.
3. Run the game in compatibility mode: Sometimes running a game in compatibility mode can help it launch properly. Right-click on the game in your Steam library, click Properties, go to the Compatibility tab, and try running it in compatibility mode for an earlier version of Windows.
4. Run the game as an administrator: Right-click on the game in your Steam library, click Properties, go to the Local Files tab, and click Browse Local Files. Right-click on GTAV.exe, click Properties, go to the Compatibility tab, and check "Run this program as an administrator".
5. Disable antivirus software: Sometimes antivirus software can interfere with game launches. Try disabling your antivirus software temporarily and see if the game launches properly.
