Whatever you set it to, do it before you launch the game.
When you go into your volume settings on your desktop, you have the option to choose a sound device, tv, headphones etc. Set that to where you want it before you launch the game.
When I try to do it after I launch, the pc somehow ignores this change and it's only on GTA. This means GTA does have sound issues on certain devices. Make sure your audio driver is up to date as well.
On your desktop, bottom right next to where it shows the time. There's a little speaker symbol. Left click it and choose a device. Then launch the game.
If you right click that symbol there are more options to look through.
