If it does time out, it's possible it will reset your spin timer. I know that one time it came up car for me and before I selected a garage, the game crashed. When I went back it was ready to spin again. That said, that was a crash before selection timed out or was complete, it may react differently if it actually times out.
That said, if it just has you walk away, or it truly times out and you can't spin again until the next day, then the car is either in your first open slot, or just gone. You could check your mechanic options and see if the car is listed in any of your garages to double check. But if it isn't there, you might not be able to get it.
You could try to contact rockstar support, but without a video of the spin coming up car, or a screenshot/video showing it saying you won that specific car, they might not act on the support ticket and just say that nothing can be confirmed.
