best settings for ♥♥♥♥♥ pc without ruining the graphics
i want smooth frames but dont want that textureless mess

Hard to say without knowing your specs, but, the most demanding setting in the game by far, is grass.

For me, nothing else really makes too much difference. If your GPU is decent you can run textures on very high. If your GPU is bad your textures are going to be bad.

You can try these:

FXAA - On
MSAA - x4
TXAA - Off
Vsync - Off (only use if you get screen tearing / if you FPS is higher than your monitors refresh rate)
Pause on Focus Loss - Off (this is for when you tab out or minimise the game)
Pop density - Max (makes barely any difference)
Pop Variety - Max (as above)
Distance Scaling - Max (You can lower this if you get frame drops while driving fast)
Textures - Very High (unless your GPU is ♥♥♥♥)
Shaders - High
Shadows - High
Reflections - High (can lower this depending on preference)
Reflection MSAA - Off
Water - Normal
Particles - Normal
Grass - Normal
Soft Shadows - Sharp
Post FX - High
Motion blur - Off / Lowest
Anisotropic Filtering - x8
Ambient occlusion - Normal
Tessellation - Very High

My specs are absolutely horrible but theyre above minimum so itll work.

Graphics: Intel UHD Graphics 620

Proccessor: Intel Core i3-8130U

Ram (not VRAM): 4gb. I heard gta v optimizes it and will use 3.5 gb. Also isnt there a thing called something with the V in the name of it that makes it run faster on slow pcs?

I run GTA5 on a couple machines
one low spec and the above settings look OK
but if they don't work try these

FXAA - On

if for example you encounter flickering lights in the Arcade Basement these might fix it

- MSAA doesn't hide well shadow acne and the performance hit is quite huge, i would recommand to use no AA and increase scaling instead...
- Enable MFAA in Nvidia Control Panel to improve MSAA if you really want to.
- Enable Fast Vertical Sync in Nvidia to avoid screen tearing without performance impact.

- Don't enable V-sync in game : inputlag is insane and adaptive reduce screen refresh rate
- Keep Texture and Reflection to Very High (you will see the difference), everything else can be lower.
- Remove motion and background blur, it's just stupid blurs that reduce fps...

Let everything else by default settings

And always play in "full screen", this game has perf issues in windowed or borderless.
